Udhampur, Jan 07: Lieutenant Governor Manoj Sinha on Tuesday said that both those who pull the trigger and those who provide the guns are terrorists and deserve equal punishment.

Addressing the passing out parade of 61 probationer Deputy Superintendents of Police (DySPs) at the Police Academy here LG Sinha, according to the news agency—Kashmir News Observer (KNO), urged them to perform their duties with honesty, dedication, and high professionalism.

He lauded the Jammu and Kashmir Police for their significant achievements in combating terrorism and restoring peace in the region. “J&K Police have dealt a severe blow to terrorism and its ecosystem. Their responsibility does not end with the killing of a terrorist. Behind every terrorist act, there is an entire ecosystem at work. We must target not just the terrorists but also those who radicalize them, supply weapons, provide financial support, and identify targets. It’s the responsibility of the prosecution to ensure that terrorist supporters are dealt with strictly as per the law, and the entire terror network is dismantled,”LG said, adding, “One more column of prosecution be added to the achievements and it should be ensured that the investigation of every crime is taken to its logical conclusion. Investigation and successful prosecution are important weaponries of effective policing.”

The Lieutenant Governor also lauded the J&K Police for its civil action programmes.

He said, “Jammu and Kashmir Police’s hard work has given people the freedom to breathe without fear. The police force has eliminated separatism and terrorism over the past three decades, working in close coordination with other security agencies. Their efforts will be recorded in golden words in the history of the region.”

The LG also commended the professionalism and dedication of the J&K Police, calling them one of the most experienced and skilled forces in the country.

LG Sinha reiterated his vision of an “Atank-Mukt Aur Bhaya-Mukt Jammu and Kashmir, (terror and fear free) ” emphasizing the collective aspiration of all citizens for a terror-free and fear-free state.

*NARCO-TERRORISM, DISINFORMATION CAMPAIGNS BIG THREATS*

LG Sinha highlighted the growing threat of narco-terrorism, which he said is being sponsored from across the Line of Control. “Narco-terrorism, social media weaponization, disinformation campaigns have also emerged as big threats to internal security and harmony in the society. I call upon young police officers to work with new ideas, new tools, and lead the fight against Narco-terrorism, drug trafficking, cyber-crime and counter radicalization,” the Lieutenant Governor said.

Highlighting the diverse educational qualifications of the 61 newly inducted DySPs, which include 15 B.Tech and 2 M.Tech graduates, LG Sinha encouraged them to leverage their knowledge and train their subordinates effectively to face emerging challenges. “From today, the nation is entrusting you with the important responsibility of maintaining internal security, combating terrorism, ensuring rule of law, and a safe and secure environment for the people. I wish you victory in every mission,” he said.

*WARNS ABOUT FIFTH-GENERATION WARFARE, CYBER THREATS*

LG warned of the growing challenges posed by fifth-generation warfare, particularly misinformation campaigns and cyber threats. “The police must adopt modern technical tools to counter these dangers and safeguard society,” he said.

LG Sinha called upon the J&K Police to use the innovative tools to enhance its capabilities in countering disinformation and dealing with cross-border cyber threats.

“Modern technology like Artificial Intelligence tools have changed the security landscape. Challenges of disinformation and deep fakes remain major concerns,” he said.

The Lieutenant Governor called for better use of technological tools to maintain law and order and remain constantly vigilant for effective monitoring and responding to challenges in real time, while also anticipating and analysing changes in the criminals’ Modus Operandi to remain a step ahead. “We need to shift our tactics from the reactive nature of policing to proactive nature of policing,” he said.

Director, Udhampur Police Academy Garib Dass briefed about the program and various activities conducted during the training course.

The Lieutenant Governor took the ceremonial salute and inspected the parade. He also felicitated the new recruits who excelled during their training.

An oath was administered to the passing out DySPs for performing their duties with dedication and honesty.

DGP, Nalin Prabhat; Principal Secretary, Home Chandraker Bharti, senior officials of Police, Security Forces and civil administration and family members of the passing out DySPs were present.

Lal Chand, Chairman, District Development Council, Udhampur; Balwant Singh Mankotia and Sunil Bhardwaj, Members of Legislative Assembly and prominent citizens in large numbers were also present on the occasion—(KNO)
