No funds allotted to DHSK for cancer component from 2015, reveals RTI

Srinagar, Oct 20: The Government of India (GoI) has stopped funding Directorate of Health Services Kashmir (DHSK) on account of cancer component from 2015, Nodal officer Non Communicable Disease (NCD) Kashmir said.

The nodal officer NCD said the funds for cancer component under National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular diseases and Stroke (NPCDCS) has been stopped by GoI from 2015.

The official said this in a reply to Right to Information (RTI) application, a copy of which lies with the news agency—Kashmir News Observer (KNO).

The RTI reply reads, “The funds for cancer component under NPCDCS has been stopped by GoI from 2015, but in the current financial year some funds have been approved by GoI for only four districts under Centrally Sponsored Scheme NPCDCS under the ambit of National Health Mission (NHM), but till date no funds have been received in the cancer component.”

Pertinently, the GoI has been implementing the NPCDCS from 2010 up to the district level under the NHM.

According to the Directorate of General of Health Services of Ministry of Health and Family Welfare, “NPCDCS has a focus on awareness generation for behavior and life-style changes, screening and early diagnosis of persons with high level of risk factors and their referral to appropriate treatment facilities that includes Community Health Centres (CHC) and District Hospital for management of non-communicable diseases including cardiovascular diseases.”

The strengthening of infrastructure for screening, early detection, treatment and referral is also envisaged—(KNO)
