Absconder arrested after 16 years: CB Jammu

Jammu, Nov 24: Crime Branch Jammu on Tuesday claimed to have arrested a man, who was absconding from last 16 years after allegedly committing the crime.

“Crime Branch Jammu arrested absconding accused- Sat Pal @ Vishal, son of Amru Chand of ShajoorMajalta, District Udhampur, at present Greater Kunjwani By-pass Jammu in case a under FIR number 18/2004 under section 420, 120-B/RPC P/S Crime Branch Jammu, after more than16 years of committing the Crime,” a statement issued to the news agency—Kashmir News Observer (KNO) reads.

As per the statement, the accused is prime kingpin involved in duping the complainant and other unemployed youth of Rs 6,80,000/- on the pretext of arranging Govt Job –Viz, Sub-Inspector in J&K Police during recruitment in the year 2002.

“Allegations of cheating and criminal conspiracy were proved against the accused along with other co-accused persons during the investigation conducted by Crime Branch Jammu and the charge-sheet of the case was produced on 24-08-2006 in the Court of Chief Judicial Magistrate, Jammu. The said accused was at large and was constantly evading his arrest since 26-05-2009. Thereafter, the Court of Chief Judicial Magistrate Jammu had declared the accused as absconder under section 512 CrPC,” the statement said.

It added that the accused was constantly evading his arrest by frequently changing his location both inside and out of the UT of J&K, particularly in Punjab, after a charge-sheet was produced against him in the Court of law. “Since the accused was not appearing before the Court of Law during the trial of the case, proceeding under section 512 CrPC was initiated against him for his arrest. With meticulous planning and effective coordination by the Crime Branch team developed specific inputs regarding his presence, which led to his arrest by the Crime Branch team,” the statement said.

“A written complaint of crime in 2002 was reported in Crime Branch Jammu by complainant – Uttam Singh, son of Changa Ram of 248 Phase-II, Housing Colony Udhampur against the accused for defrauding him and cheating him of his hard earned money on the pretext of arranging post of Sub-Inspectors in J&K Police in respect of his sons,” it said.

On receipt of the complaint, Crime Branch Jammu as that it had initiated a Preliminary enquiry into the matter and during enquiry the allegations were prima facie established which led to registration of a formal case against the accused among two other Co-accused.

“During the course of investigation, the allegations were proved against the accused among others and the charge-sheet was produced in the Court of law in August 2006. The arrested accused is being produced before the Court of law for judicial determination,” it added—(KNO)
