23000 jobs outsourced in J&K in 2-years: Govt

For selection of outsourcing agencies, departments follow procedures laid down in GFR-2017

Srinagar, Feb 05: Nearly 23000 jobs were outsourced in Jammu and Kashmir in the past two years, Govt informed the Legislative Assembly on Thursday.

In a written reply to the question of MLA Sajad Ahmad Lone, the Finance Minister, according to the news agency—Kashmir News Observer (KNO), stated that around 22,886 jobs were outsourced. “The government follows the procedures as laid down in GFR-2017 for selection of outsourcing agencies,” he said, adding, “All outsourcing is carried out through approved mechanisms such as e-tendering, GeM Portal and prescribed Gol and UT guidelines to ensure transparency and accountability, besides improvement in efficiency in delivery of services and minimizing public spending. Further, manpower strength can be adjusted as per work load, project duration and seasonal or scheme-based requirements.”

He added that for selection of outsourcing agencies, the departments follow the procedures as laid down in GFR-2017 and manual for procurement of consultancy and other services and the important provisions of the RFP (Request for Proposal) have been laid down in the manual for procurement of consultancy and other services and the departments are required to follow the same.

“The jobs are outsourced in terms of CSS guidelines or to MoUs executed by the Departments. Besides, outsourced manpower complements the workload of the Government in lesser important assignments, rather than replacing the existing sanctioned strength of Government staff,” he added.

As per the details, over 16000 jobs were outsourced to different companies while over 6,000 to Government Medicals colleges and hospitals in Jammu and Kashmir—(KNO)
